The very best way to avoid delinquent or non-paying customers is to conduct a thorough credit check before doing business with all new customers. It may be tempting to not perform a complete credit check for a new customer placing a relatively small initial order, but it is still important to at least perform a basic credit check prior to extending any credit to a previously unknown customer.
